In a large saucepan, mix ground beef, onions, celery and garlic over medium high heat until meat is browned. Salt and pepper to taste. Mix in the soup. Once evenly distributed, mix in the vegetables.
Spread into a greased 9×13 pan. Cover with tater tots.
Bake at 350 for 45 minutes.
Cover with shredded cheese and bake another 10 minutes, until golden.
